Job Vacancy: Public Sector Coordinator

Sarajevo, Banja Luka, 15.06.2016. The Program PrilikaPlus – Ulaganjem u ljude do veće konkurentnosti, financed by the Swiss Agency for Development and Cooperation (SDC) and implemented by the Agency for Development of Small and Medium Enterprises, Banja Luka, is seeking for eligible team member in its office in Sarajevo for the following position for a term assignment (during maternity leave), with an obligatory probation period:

Public Sector Coordinator

General requirements:

  • University degree in a relevant field such as economics, social science or similar
  • Minimum five years of relevant working experience
  • Experience in working within the education, employment and business sector will be considered as an advantage
  • Relevant work experience within international organizations will be considered as advantage
  • Excellent presentation and team work skills
  • Excellent oral and written English skills (subject to test)
  • Excellent communication and organizational skills
  • Excellent knowledge in using MS office applications
  • Capability to work within a small team as well as independently and under pressure
  • Readiness and flexibility to work and travel throughout Bosnia and Herzegovina
  • Valid driving license and readiness to use its own vehicle with reimbursement of expenses.

Job description: Public Sector Coordinator

TITLE/ POSITION:                        Public Sector Coordinator
LOCATION:                                     Sarajevo
LEVEL OF ENGAGEMENT:       100%
DIRECT SUPERVISOR:               Program Manager in Banja Luka; Operations Manager in Sarajevo

Job purpose:

The Public sector Coordinator is responsible for implementation and facilitation of program interventions and activities at the operational level. Public Sector Coordinator work closely together with other team members in order to ensure the achievement of the program goals and objectives. Public sector Coordinator works primarily in the educational sector. The tasks of the Coordinator include but are not limited to: update on Skills development issues in BiH, identification of relevant initiatives in the country, negotiation and support in development of relevant projects together with program partners which are to be funded by the program; facilitation, coordination and monitoring of the program activities; conduction of researches and analyses in the agreement with Operations manager. The Coordinator is responsible to keep close contact and inform the other coordinators on the ongoing activities, as well as to report to the Operations Manager and the Program Manager on his/her performance.

Summary of key functions:

  • Facilitation, implementation and supervision of program activities in accordance with the Project Document and the Log-frame.
  • Support and advice to the local stakeholders
  • Monitoring and evaluation

 Specific tasks and responsibilities:

  • Identify key stakeholders within the public sector with opportunities for development of the sectors
  • Build networks among stakeholders, support the development of partnerships with relevant institutions and make proposals for joint activities
  • Develop, together with stakeholders and program partners, project proposals to be funded by the program in order to ensure the continuous capacity building
  • Support the program partners in designing, formulating, implementing and monitoring of project activities. Ensure effective control over the allocated funds.
  • Acquaint the partners with SDC`s reporting requirements, application of corporate identity rules with regards to Swiss Government’s involvement.
  • Facilitate and support the stakeholders’ joint activities and workshops
  • Organize and implement fieldwork visits to the stakeholders in order to assess their performance and impact
  • Track and monitor progress of project milestones and deadlines and follow up with stakeholders as required
  • Monitor partners’ project activities and propose readjustments in approach if necessary
  • Oversee the collection and maintenance of records on the stakeholders and program partners for M&E purposes
  • Collect data and conduct research and analyses of relevant information, discussion and data generating from the stakeholders and their activities
  • Assess quality of the funded project proposals to the program to ensure sustainability of their results
  • In collaboration with the Program Manager and the Operations Manager, organize and implement program activities in accordance with the program’s log frame and manage external technical assistance to the program necessary for efficient and sustainable program’s results
  • Work in close collaboration with other team members, program partners and stakeholders’ representatives of the respective sector in order to support efficient project performance and achievement of expected results as described in the program’s log frame
  • Identify and make synthesis of best practices and lessons learned
  • Submit inputs for program progress reports
  • Participate in the development and updating of the monitoring system of the program under the lead and with the support of the Operations Manager
  • Report to the Program Manager and the Operations Manager on any identified potential risk
  • Get aquatinted with other SDC supported projects in the Youth Employment Portfolio and actively promote synergies and joint activities, and avoid overlapping at the same time.
  • Ensure timely recipient of operational and financial reports from partners
  • Ensure together with the Operations Manager mainstreaming of gender aspects within the interventions
  • Foster information exchange within the project team, keep the meeting minutes and distribute them
  • Provide the communication officer with relevant and interesting information on project progress and events, in order to keep the project web side updated
  • Perform other tasks as per special assignment by the supervisor
