UNICEF Bosnia and Herzegovina is seeking enthusiastic and qualified candidates for the following position:

Individual Consultant – National Consultant 
Disaster Risk Reduction and Child Safety
Home based, 40 days

Under the supervision of the UNICEF Deputy Representative, the consultant will provide technical support to local authorities in assessing risks in their areas. Using the methodology developed by UNICEF’s regional office the consultant is expected to produce a report and Geographic Information Systems (GIS) maps of the municipalities evaluating the hazards and risks in the municipality and strategies to reduce them.

Key tasks:
• Develop an inception report outlining approach and plans for the disaster risk analyses based on the regional guidance note and previous assessment work in Bijeljina and Tuzla
• Conduct desk review of the available documentation on disaster risk and vulnerabilities, especially related to children, for the two target municipalities
• Undertake field visits to the target municipalities to obtain additional information/data on the hazards, vulnerabilities and capacities inclusive of child-centred Disaster Risk Reduction methodology
• Closely coordinate with local government authorities, especially civil protection and sectorial representatives throughout the process;
• Organize workshops, focus group discussions and/or interviews to obtain local inputs and/or verify information
• Draft the disaster risk analyses for the two municipalities, including identifying key challenges and capacity gaps as well as recommendations for action
• Develop a power point presentation on the key findings of the disaster risk analyses
• Present key findings of the disaster risk analyses to UNICEF, local authorities and Ministry of Security, as requested
• Update draft DRA reports based on the feedback received above
• Organize a 1 day lessons learnt workshop with various stakeholders, including drafting of agenda and workshop report

Essential Requirements, Qualifications and Experience:
• University degree in social sciences or related field
• Experience in the areas of disaster risk reduction / Emergency preparedness or local community development
• Solid research experience in DRR and/or local community development
• Excellent report writing skills
• Excellent analytical skills
• Very good planning and organizational skills
• Experience with UNICEF and/or other UN or international organizations on DRR/EPR desirable
• Fluency in English and local language
• Good inter-personal skills
• Knowledge of BiH political situation and government structures an asset
