CAPACITY BUILDING AND HUMAN RESOURCES DEVELOPMENT IS THE KEY OF SUCCESSFUL PES REFORM

„Staff training and development isn’t just important to any organization, it is vital“.

Capacity building and professional development is a safe tool to ensure that staff maintain and enhance the knowledge and skills needed to deliver a professional service to your colleagues, customer and the community. Enabling staff to advance in their career and move into new positions where you can lead, manage, influence, and mentor others.

A structured training and capacity development programme can help to ensure all employees have a consistent level of experience and knowledge and allow you the confidence of knowing your staff all have the same set of skills required. Allowing you flexibility with your workforce planning.

YEP have recognized capacity building and human resource development is crucial for the success of the PES reform. 

The training needs analysis completed by operational staff in all PES (but Zenica – Doboj Canton) identifying key training needs, mainly in the field of the counselling process. 

A training plan based on the TNA results combined with the strategic goals of the PES has been made and delivered during 2018/2019.

The priority area within the reform process in this period was capacity building that included: a) Quick Impact Traning for head of bureaus and counsellors – almost 370 PES staff  (for all PES but Zenica – Doboj Canton).QIT modules include topics on an info seminar, profiling interviews, Individual Employment Plan, group counselling, working with employers, etc., b)  Quick Impact Training for record-keepers (157 trained), c) Coaching support provided to 36 counsellors; c) Advanced training Level 2 for 103 counsellors and d) other training in line with PES needs and overall reform.

Besides those training, in order to ensure the sustainability of the HRD through the system, ToT implemented ensuring capacities for implementation QIT for counsellors and training for JC leaders (counsellors specialised for group counselling active labour market measure). Currently, transfer of expertise for further capacity develope transfer expertise to PES has started.
